Robert Randolph "Randy" Neugebauer is an American politician who was the U.S. representative for Texas's 19th congressional district, having served from a special election in 2003 to 2017. He is a member of the Republican Party. The district includes a large swath of West Texas, including Lubbock and Abilene.
