Most Swiss banks do have a whistleblower program, but they use it to punish those who avail themselves of it.
It's interesting that Swiss banks also hide their assets from the Swiss by using offshore bank structuring.
I passionately disagreed with Treasury Secretary Hank Paulson's plan to bail out the banks by using a public fund called the Troubled Asset Relief Program (TARP) to help banks take toxic assets off their balance sheets. I argued that it would be much better to put the money where the hole was and replenish the equity of the banks themselves.
If the government has any courage, it will punish those at the top of failed banks. Accountability is critical in every area of human endeavour - there has to be a penalty for failure; otherwise, it's only a matter of time before the economic pain our banks have caused to so many innocent businesses and homeowners is forgotten.
If you punish the banks, all you are doing is reducing the banks' capital, which you want to increase, and punishing shareholders, who have done nothing wrong.
Humans punish themselves endlessly for not being what they believe they should be. They become very self-abusive, and they use other people to abuse themselves as well.
Only that Swiss in the heart want still a king or at least a strong Upper House of Parliament. Swiss long themselves for less democracy and more dictatorship.
[T]he Swiss people are the best practitioners of the ideals of non-aggression. The Swiss national government posts are parttime positions. Most decisions are made at the canton (state) level. Swiss per capita income is the highest in the world, showing that non-aggression pays. How did the Swiss come to adopt a relatively non-aggressive constitution in an aggressive world? In the mid-1800s, they imitated our constitution and stuck with it!
A part of me feels very Swiss: I follow Swiss sports - curling, for example - and I support Swiss teams. I love Roger Federer.
We need the government to force the banks to write down all their bad assets now and then recapitalize themselves, preferably with private capital. Those banks that cannot raise sufficient capital should be seized and their deposits sold off.
It's increasingly clear that governments, major corporations, banks, universities and other such bodies view the defense of their secrets as a desperate matter of institutional survival, so much so that the state has gone to extraordinary lengths to punish and/or threaten to punish anyone who so much as tiptoes across the informational line.
The two greatest enemies of the individual in the modern world are communism and psychiatry. Each wages a relentless war against that which makes a person an individual: communism against the ownership of property, psychiatry against the ownership of the self (mind and body). Communists criminalize the autonomous use of capital and labor, and harshly punish those who "traffic" in the black market, especially in foreign currencies. Psychiatrists criminalize the autonomous use of the self, and harshly punish those who "traffic" in self-abuse, especially in self-medication and self-destruction.
That city in which those who are not wronged, no less than those who are wronged, exert themselves to punish the wrongdoers.
Similarly the men who produce works of genius are not those who live in the most delicate atmosphere, whose conversation is most brilliant, or their culture broadest, but those who have had the power, ceasing in a moment to live only for themselves, to make use of their personality as of a mirror.
It's hard to punish and save the banks at the same time.
In America, educators punish those who actually think for themselves. There is only acceptance for popular opinion.
Those involved in the program are interested in how to use photography, videos, the Internet, film, and anything related to communications and transmission of information in the most up-to-date modern ways.
