Good design is not about form following function. It is function with cultural content. I suppose in our culture - in our lifetime - we've always enjoyed people who tell it straight. We like our presidents, our comedians, and our actors to do that . . . It's funny. You say that people prefer a tasteful formalism - as opposed to an oppressive formalism - but I do feel very strongly that form follows function.

'Form follows function' comes with so much baggage. It's a worthless phrase because you'll never take it for what it means.
A silly comedy needs a straight guy, and that guy needs to be as straight as possible. The moment you start playing straight you're not straight anymore, you're bent straight, so it really requires the usual serious, straight-forward analysis and research, looking into it and finding the dramatic function, all of what you do until you feel you've collected enough points to safely and securely play the part.
To me, form doesn't always follow function. Form has a life of its own, and at times, it may be the motivating force in design. When you're dealing with form as a sculptor, you feel that you are quite free in attempting to mould and shape things you want to do, but in architecture, it's much more difficult because it has to have a function.
Form and function are a unity, two sides of one coin. In order to enhance function, appropriate form must exist or be created.
