If you look at our theories of social pathology and then at the dismal conditions in which children grow up in our ghettos, you would predict that all of them would be on drugs or psychological basket cases. Yet if you use criteria like gainful employment, forming partnerships and life without crime, you will find that most of those kids make it.
Imagine a society that subjects people to conditions that make them terribly unhappy, then gives them the drugs to take away their unhappiness. Science fiction? It is already happening to some extent in our own society... Instead of removing the conditions that make people depressed, modern society gives them antidepressant drugs. In effect, antidepressants are a means of modifying an individual's internal state in such a way as to enable him to tolerate social conditions that he would otherwise find intolerable.
I'll tell you what I'd do if it were up to me: I would establish a strictly controlled distribution network through which I would make most drugs, excluding the most dangerous ones like crack, legally available. Initially I would keep the prices low enough to destroy the drug trade. Once that objective was attained I would keep raising the prices, very much like the excise duty on cigarettes, but I would make an exception for registered addicts in order to discourage crime. I would use a portion of the income for prevention and treatment. And I would foster social opprobrium of drug use.
It would be hard to imagine Heaven without children. It wouldn't be Heaven! It would be a pretty boring place without children. What are we going to do, all get to be old people and then stagnate and that's the end of it? Once all those that are already born grow up, the place would really lack life without new generations of children! If there were no children, it would be a dead society.
Had drugs been decriminalized, crack would never have been invented and there would today be fewer addicts... The ghettos would not be drug-and-crime-infested no-man's lands... Colombia, Bolivia and Peru would not be suffering from narco-terror, and we would not be distorting our foreign policy because of it.
Have you or haven't you built a good school? Haven't you improved living conditions? Aren't you a bureaucrat? Have you helped to make our labor more effective, our life more cultured? Such will be the criteria with which millions of voters will approach candidates, casting away those who are unfit, striking them off lists, advancing better ones, nominating them for elections.
Tonight, I propose a 21st Century Crime Bill to deploy the latest technologies and tactics to make our communities even safer. Our balanced budget will help put up to 50,000 more police on the street in the areas hardest hit by crime, and then to equip them with new tools from crime-mapping computers to digital mug shots. We must break the deadly cycle of drugs and crime.
I know those challenges that come up from time to time in life are our little learning tools, our little steppingstones. If we didn't have those things in our life, how would we learn anything? We would just be walking around like nothing. We need those obstacles in our life because I know one thing - I'm a much better person for them.

When we love all the children, when that love is truly sacred to us in the sense of being most important, then we have to take action in the world to enact that love. We are called to make the earth a place where all the children can thrive.
