This counter-terrorism campaign will be waged through a steady, relentless effort to take out Isil wherever they exist, using our air power and our support for partner forces on the ground. This strategy of taking out terrorists who threaten us, while supporting partners on the front lines, is one that we have successfully pursued in Yemen and Somalia for years.

We also have to intensify our air strikes against ISIS and eventually support our Arab and Kurdish partners to be able to actually take out ISIS in Raqqa, end their claim of being a Caliphate.
Terrorism isn't a crime against people or property. It's a crime against our minds, using the death of innocents and destruction of property to make us fearful. Terrorists use the media to magnify their actions and further spread fear. And when we react out of fear, when we change our policy to make our country less open, the terrorists succeed -- even if their attacks fail. But when we refuse to be terrorized, when we're indomitable in the face of terror, the terrorists fail -- even if their attacks succeed.
We'll have to deal with the networks. One of the ways to do that is to drain the swamp they live in. And that means dealing not only with the terrorists, but those who harbor terrorists. This will take a long, sustained effort. It will require the support of the American people as well as our friends and allies around the world.
Our job is to provide coalition the military equipment that they need; the air support they need; special forces when appropriate. But at the end of the day for a dozen different reasons, not the least of which is that ISIS would like American combat troops on the ground so they could reach out to the Muslim world and say, "Look, we're taking on those terrible Americans."
The real targets of terrorism are the rest of us: the billions of us who are not killed but are terrorized because of the killing. The real point of terrorism is not the act itself, but our reaction to the act. And we're doing exactly what the terrorists want [...] Our politicians help the terrorists every time they use fear as a campaign tactic. The press helps every time it writes scare stories about the plot and the threat. And if we're terrified, and we share that fear, we help.
The terrorism from 9/11 has metastasized. It's metastasized in Iraq and Syria, in Nigeria, in Somalia, in Yemen and in other places in North Africa. We need a very comprehensive strategy to deal with that threat.
As many critics have pointed, out, terrorism is not an enemy. It is a tactic. Because the United States itself has a long record of supporting terrorists and using terrorist tactics, the slogans of today's war on terrorism merely makes the United States look hypocritical to the rest of the world.
Fear is so fundamental to the human condition that all the great spiritual traditions originate in an effort to overcome its effects on our lives. With different words, they all proclaim the same core message: "Be not afraid." Though the traditions vary widely in the ways they propose to take us beyond fear, all hold out the same hope: we can escape fear's paralysis and enter a state of grace where encounters with otherness will not threaten us but will enrich our work and our lives.
As we keep up the pressure, our air campaign will continue to hit ISIL harder than ever.
When we're incomplete, we're always searching for somebody to complete us. When, after a few years or a few months of a relationship, we find that we're still unfulfilled, we blame our partners and take up with somebody more promising. This can go on and on - series polygamy - until we admit that while a partner can add sweet dimension to our lives, we, each of us, are responsible for our own fulfillment. Nobody else can provide it for us, and to believe otherwise is to delude ourselves dangerously and to program for eventual failure every relationship we enter.
Our armed forces have given many sacrifices to defeat terrorists and root out their hideouts. This fight will continue until all terrorists are defeated.
