Portland is a place where you can find a community as a feminist, a vegan or a fat activist. Artists, musicians, knitters, and filmmakers can all meet like-minded souls. It's proved the perfect place for me and all my punk friends.
I went to Havana, and I was like, "Wow, there's culture everywhere!" That was one thing that I did notice when I went to Cuba was that artists are paid to be artists, and poets are paid to be poets, and musicians are paid to be musicians by the government. My advice to emerging documentary filmmakers would be: try to find other people, a group, a cooperative that you can work with. Filmmaking is hard and lonely and decidedly unglamorous. Find like-minded souls and share the joy and the misery.
The idea that musicians/artists have a responsibility to be community leaders or "role models" is problematic to me because I really believe that some of the most exciting art is not community-minded at least in any obvious or direct way, which is not to say that it is not ethical or consciousness-changing.
The workplace can be a good place to find opportunities to socialise, but what if you don't meet any like-minded people there, or what if you work alone? Is it, somewhat counter-intuitively, easier to find yourself lonely in a city than in a small town or village?

Berlin seems like a place of healing to me though: you have both the Holocaust Memorial and Hiroshima Strasse side-by-side there.
