Access to the outside world is preventing more censorship. I do think information flow is happening in China. .. There's no doubt in my mind that it's been a huge plus.
Chinese central government doesn't need to even lead public opinion: it just selectively stops censorship. In other words, just as censorship is a political tool, so is the absence of censorship.
I don't think any foreign Internet company can effectively compete against Chinese companies in the Chinese market.
