Our alliances should be understood as a means to expand our influence, not as a constraint on our power. The expansion of democracy and freedom in the world should be a shared interest and value with all nations.
We should be therefore supporting a larger Europe, and in so doing we should strive to expand the zone of peace and prosperity in the world which is the necessary foundation for a stable international system in which our leadership could be fruitfully exercised.
Let's remember that our leadership is defined not just by our defense against threats, but by the enormous opportunities to do good and promote understanding around the globe ? to forge greater cooperation, to expand new markets, to free people from fear and want. And no one is better positioned to take advantage of those opportunities than America.
Simply put, we have to be smart about how we use our power. Not because we have less of it ? indeed, the might of our military, the size of our economy, the influence of our diplomacy, and the creative energy of our people remain unrivaled. No, it's because as the world has changed, so too have the levers of power that can most effectively shape international affairs.
I would say that I have been consistent in my broad view of how American power should be deployed, and the view that we underestimate our power when we restrict it to just our military power. We shortchange our influence and our ability to shape events when that's the only tool we think we have in the toolbox.
The end point of leadership is not just the position of power we reach, but the continual change and deepening we experience that makes a difference in our lives, our work, our world. Our leadership journeys are only at midpoint when we have achieved a position of power.
Wealth is the means, and people are the ends. All our material riches will avail us little if we do not use them to expand the opportunities of our people.
