Our purpose is not to contain China, to hold it back, to keep it down. It is to uphold this rules-based order that China is posing a challenge to. Anyone who poses a challenge to that order, we're going to stand up and - and defend it.
The international rules-based order in the wake of World War II is the order that has ensured prosperity and security now for 75 years. I'm fully committed to that.
Vietnam's transformation - like that of so many nations - has been supported and even accelerated by an international, rules-based order dedicated to the progress of every nation.
The post-Cold War order in Europe is finished, with Vladimir Putin its executioner. Russia's invasion of Georgia only marked its passing. Russia has emerged as a born-again 19th-century power determined to challenge the intellectual, moral and institutional foundations of the order.
We have to have a president who is clear that you don't deal with Russia based on staring into his eyes and seeing his soul.
