For change to happen in any community, the initiative must come from the individual.
Since the social victim has been oppressed by society, he comes to feel that his individual life will be improved more by changes in society than by his own initiative. Without realizing it, he makes society rather than himself the agent of change. The power he finds in his victimization may lead him to collective action against society, but it also encourages passivity within the sphere of his personal life.

My view... would be that we are entering upon a new and interim society which is neither capitalist nor socialist, but in which we can achieve central planning without loss of individual initiative, by the mere process of absorbing initiative in the function of planning.
Sometimes we feel that one individual's action is very insignificant. Then we think, of course, that effects should come from channeling or from a unifying movement. But the movement of the society, community or group of people means joining individuals. Society means a collection of individuals, so that initiative must come from individuals.
