Unemployment, with its injustice for the man who seeks and thirsts for employment, who begs for labour and cannot get it, and who is punished for failure he is not responsible for by the starvation of his children--that torture is something that private enterprise ought to remedy for its own sake.
The modern man thinks that everything ought to be done for the sake of something else, and never for its own sake.
In actual
fact, it is the State, i.e., the taxpayer who has become responsible
to private enterprise. In Fascist Italy the State pays for the
blunders of private enterprise Profit is private and individual.
Loss is public and social.
The trouble with the Labour Party is that they don't really believe in Socialism, but they cannot wholeheartedly approve of private enterprise either.
But since there is but one aim for the entire state, it follows that education must be one and the same for all, and that the responsibility for it must be a public one, not the private affair which it now is, each man looking after his own children and teaching them privately whatever private curriculum he thinks they ought to study.

Their realization is almost as necessary to our virtues as to our happiness. From their total frustration disastrous results both moral and psychological might follow.
The man who cannot live with charity, sharing other men's pain, is punished by feeling his own with intolerable anguish.
Socialism needs to pull down wealth; liberalism seeks to raise up poverty. Socialism would destroy private interests, Liberalism would preserve [them] ... by reconciling them with public right. Socialism would kill enterprise; Liberalism would rescue enterprise from the trammels of privilege and preference.
