The Bible says that God gave this earth to the sons of men ... and when [Adam] turned and gave that dominion to Satan, look where it left God. If left Him on the outside looking in ... He had no legal right to do anything about it, did He? ... Our forefather Adam... used his freedom to turn toward what was worse and to direct his desire away from what had been permitted to what was forbidden. It was in his power 'to be united to the Lord and become one spirit with God...' (I Cor. 6:15). But Adam was deceived and chose to cut himself off voluntarily from God's happy end for him, preferring by his own free choice to be drawn down to the earth (cf. Gen. 2:17) than to become God by grace.
But God has to be given permission to work in this earth realm on behalf of man. You are in control! So if man has control, who no longer has it? God. When God gave Adam dominion, that meant God no longer had dominion. So God cannot do anything in this earth unless we let Him. And the way we let Him or give Him permission is through prayer.
Adam was a super being when God created him...he had dominion over the fowls of the air which means he used to fly...well of course how could you have dominion over the birds and not be able to do what they do. Adam flew into space, with one thought he would be on the moon.
The very beginning of Genesis tells us that God created man in order to give him dominion over fish and fowl and all creatures. Of course, Genesis was written by a man, not a horse. There is no certainty that God actually did grant man dominion over other creatures. What seems more likely, in fact, is that man invented God to sanctify the dominion that he usurped for himself over the cow and the horse.

Adam was created to be the friend and companion of God, he was to have dominion over all the life in the air and earth and sea, but one thing he was not to have dominion over, and that was himself.
God has ordained the state as a delegated authority; it is not autonomous. The state is to be an agent of justice, to restrain evil by punishing the wrongdoer, and to protect the good in society. When it does the reverse, it has no proper authority. It is then a usurped authority and as such it becomes lawless and is tyranny.

Because Adam, God's deputy on earth, transfered his legal dominion to Satan, God became obligated to recognize Satan's legal standing.
He was not subordinate to God - Adam was walking as a god! What he said "went," what he did "counted"; and when he bowed his knee to Satan and put Satan up above him then there wasn't anything God could do about it because a "god" had placed Satan there. Adam, remember, was created in the god-class, but when he committed high treason he fell below the god-class.
How can a good God appoint cruel people to positions of authority? The answer is simple: God is the originator of the authority, but He is not the author of the cruelty. Man is responsible for his cruel actions, not God. All authority is of God, but not all authority is godly.
How rich a God our God is! He gives enough, but we don't notice it. He gave the whole world to Adam, but this was nothing in Adam's eyes; he was concerned about one tree and had to ask why God had forbidden him to eat it.
