A man will be justified by faith when, excluded from righteousness of works, he by faith lays hold of the righteousness of Christ, and clothed in it, appears in the sight of God not as a sinner, but as righteous.
When God's righteousness is mentioned in the gospel, it is God's action of declaring righteous the unrighteous sinner who has faith in Jesus Christ. The righteousness by which a person is justified (declared righteous) is not his own but that of another, Christ.

To be justified means more than to be declared "not guilty." It actually means to be declared righteous before God. It means God has imputed or charged the guilt of our sin to His Son, Jesus Christ, and has imputed or credited Christ's righteousness to us.
As Paul argues, it is the righteousness of God that is revealed in the law, and this condemns us all (Ro 1:18 - 3:20), while the gospel reveals the righteousness from God, namely, that we "are justified by his grace as a gift, through the redemption that is in Christ Jesus" (Ro 3:24).

They lived because they believed God's word, and trusted in the means provided for their recover. So to sinner may look to Christ, and live. He receives pardon through faith in the atoning sacrifice. Unlike the inert and lifeless symbol, Christ has power and virtue in Himself to heal the repenting sinner.

"Sinner" is a present-tense description of everyone, including those who have put their faith in Christ. Of course, those who have called Jesus "Lord" are justified, meaning that they are no longer guilty. Also, they have been given the Spirit, which makes them slaves to Christ rather than to sin. But we all are sinners. Perfection awaits eternity.
