The unfair composition of the Security Council is largely acknowledged. The principal defects are the anachronistic privileges of the five permanent members of the Council and the Council's insufficient representativeness.
The Security Council should be seen as the executive committee of the global security system set up after World War II. Its members, and especially the Permanent 5 (P5), have a special responsibility for international peace and security.

Fiction writers come up with some interesting metaphors when speaking of plot. Some say the plot is the highway and the characters are the automobiles. Others talk about stories that are "plot-driven," as if the plot were neither the highway nor the automobile, but the chauffeur. Others seem to have plot phobia and say they never plot. Still others turn up their noses at the very notion, as if there's something artificial, fraudulent, contrived.

It's not fear of striking out that makes me reluctant to step up to the plate. It's the fear of getting hit in the head by a 90 mph fastball, the pitcher coming off of the mound to stomp me with her cleats while I am down, the rest of the opposing team rushing out of the dugout hurling insults as they kick me and spit on me, while all along the crowd in the stands is cheering them on and laughing at my failure. Well, the U.N. Security Council resolution 1973 is very clear. It says all necessary measures to be taken to protect civilians and civilian areas. I mean, that to me is very clear.

We've talked to the Europeans about it. It's clear if those negotiations fail, then we are agreed with the Europeans that the next step is to take the matter to the U.N. Security Council.
In sports, you play up to the level of your opponent, and I did some of my best work with Chevy, and I'm so grateful to have worked opposite him. He was a handful and a challenge, and he made me step up to the plate.
Part of that problem is women don't run. We don't run for office. It's not that people are overwhelmingly voting against us. We just don't step up to the plate. So we have to do a better job of recruiting women and getting women to step up.
