There will always be a rule. There will be people who break the rules. There will be consequences. We fundamentally think these things will be true for a time. The question becomes, What are the consequences? Who enforces the consequences? What are the worst consequences?
The clearer you are about the consequences of your actions and the more intensely you desire to enjoy the consequences that your behaviors may lead to, the more motivated you will be.
The inward persuasion that we are free to do, or not to do a thing, is but a mere illusion. If we trace the true principle of our actions, we shall find, that they are always necessary consequences of our volitions and desires, which are never in our power. You think yourself free, because you do what you will; but are you free to will, or not to will; to desire, or not to desire? Are not your volitions and desires necessarily excited by objects or qualities totally independent of you?
There is nothing more necessary than truth, and in comparison with it everything else has only secondary value. This absolute will to truth: what is it? Is it the will to not allow ourselves to be deceived? Is it the will not to deceive? One does not want to be deceived, under the supposition that it is injurious, dangerous, or fatal to be deceived.
Why should all virtue work in one and the same way? Why should all give dollars? It is very inconvenient to us country folk, and we do not think any good will come of it. We have not dollars; merchants have; let them give them. Farmers will give corn; poets will sing; women will sew; laborers will lend a hand; the children will bring flowers.
Most of what we say and do is unnecessary: remove the superfluity, and you will have more time and less bother. So in every case one should prompt oneself: 'Is this, or is it not, something necessary?' And the removal of the unnecessary should apply not only to actions but to thoughts also: then no redundant actions either will follow.
At the same time I think it is absolutely necessary that there be no confusion, no misunderstanding that if the Iraqis.. do not comply, then there will be consequences and those consequences will involve the use of military force to disarm them through changing the regime.
When everybody in the world loves one another, then the weak will not be overpowered by the strong, the few will not be oppressed by the many, the poor will not be mocked by the wealthy, the humble will not be disdained by the honoured, and the simple will not be deceived by the cunning.

I always say there are two things to be successful. The first is decide exactly what you want - set your goals - and then determine how you will achieve them (what skills you will have to learn, what actions will you have to take). And these are totally under your control. These are not dependent upon anyone else.
