I feel that opiates - I include opium and all its derivatives, such as morphine, heroin, pantopon, etc. - are quite useless for any sort of creative work, useful though they may be for routine work. Much of the hard physical work in the Far East is done by opium addicts.
Once you have an equalization instrument in place, as you have in Canada, there arise tremendous bureaucratic values - bureaucratic rent so to speak - in maintaining the system that you have. To shift to a system that paid the transfers directly to individuals, by having differential rates of federal income tax levied to adjust to provincial fiscal capacities, which would be my preference, you would have huge bureaucratic opposition. People would try to protect the rents they have in the current system of institutions.
Useful men, who do useful things, don't mind being treated as useless. But the useless always judge themselves as being important and hide all their incompetence behind authority.
People who get Nobel prizes aren't necessarily the most imaginative of people. People who sometimes find a system, develop a system, do very useful work.
A better distribution of incomes would increase that efficiency by diverting a great fund of wealth from the useless to the useful members of society. If one looks closely one sees that there is no essential difference between a beggar's livelihood and that of numberless respectable people. Beggars do not work, it is said; but then, what is work? A navvy works by swinging a pick. An accountant works by adding up figures. A beggar works by standing out of doors in all weathers and getting varicose veins, chronic bronchitis, etc. It is a trade like any other; quite useless, of course - but then, many reputable trades are quite useless.
When its time to go off to work, or work out, I have a great support system: a great nanny and friends who offer to help out whenever they can.
Remember, it goes beyond reducing WIP. Being able to take needless work out of the system is more important than being able to put more work into the system.
Be warned that being an expert is more than understanding how a system is supposed to work. Expertise is gained by investigating why a system doesn't work.
