Every year we are greeted by a host of new apps that will 'change the way we think' about ordering takeout, 'fundamentally transform' our shoe purchases, or 'revolutionize' the way we edit photos.
Every now and then, a technology comes along that is so profound, so powerful, so universal, that its impact will change everything. It will transform every institution in the world. It will create winners and losers, will change the way we do business, the way we teach our children, communicate and interact as individuals.
The way I think of it is that Russia is not going to change fundamentally. They may change tactics; they may look at their interests and figure out what actions they take, but they're not going to change fundamentally. And they're going to try to gauge what will the responses be to things that they do, and what will our things be. And here, they do wonder what is the level of our resolve? How far are we willing to go? And that is something that is very hard to gauge.

To help build a new foundation for the 21st century, we need to reform our government so that it is more efficient, more transparent, and more creative.
