To an extent I agree that the FA hasn't done that much to tackle the problem of racism, but it's hard to police racism for the FA. How do they police it? Unless someone makes people aware of what has happened within a stadium, the FA would never know that it is happening.
There is no requirement that police stop a person who enters a police station and states that he wishes to confess a crime or a person who calls the police to offer a confession because volunteered statements of any kind are not barred by the 5th Amendment.
Most thoughtful people would agree that morality in the absence of policing is somehow more truly moral than the kind of false morality that vanishes as soon as the police go on strike or the spy camera is switched off, whether the spy camera is a real one monitored in the police station or an imaginary one in heaven.
