Of course, AIs did not evolve that way. They sort of slipped into existence when we humans were looking the other way.
I think the idea of migration through time is very important because every human being does that and it unites us with people who migrate through geography.
It is clear to us that we will have to become more involved in our neighboring regions so that the migration pressures aren't so high there. Of course the budget negotiations will be difficult, as they always are.
