I don't have freedom in the United States to go into a public school and preach the Gospel, nor is a student free in a public school to pray, or a teacher free to read the Bible publicly to the students. At the same time, we have a great degree of freedom for which I am grateful.
The modern public school derived from a philosophy of freedom reflected in the First Amendment ... The non-sectarian or secular public school was the means of reconciling freedom in general with religious freedom.
Jerry Falwell knows who caused the terrorist attack on America: the ACLU. "The ACLU's got to take a lot of blame for this," he declared on the 700 Club, because, he explained, the ACLU, abetted by the federal courts is responsible for "throwing God out of the public square (and) the public schools." This is a familiar charge and a false one. God is still present in the public schools, where students are free to pray, alone or in groups, so long as their prayers aren't officially sponsored and don't infringe on anyone's freedom not to pray.
As Americans we place special emphasis on human dignity, justice and freedom. WE measure as good of bad that which meets these goals. Those high ideas have survived and flourished on this soil for two centuries since the Founding Fathers planted them because we have sustained a general public enlightenment through a free and universal public school system.

Religion is a personal, private matter and parents, not public school officials, should decide their children's religious training. We should not have teacher-led prayers in public schools, and school officials should never favor one religion over another, or favor religion over no religion (or vice versa). I also believe that schools should not restrict students' religious liberties. The free exercise of faith is the fundamental right of every American, and that right doesn't stop at the schoolhouse door.
Every good teacher and every good parent has somehow learned to negotiate the paradox of freedom and discipline. We want our children and our students to become people who think and live freely, yet at the same time we know that helping them become free requires us to restrict their freedom in certain situations.
A freedom which is interested only in denying freedom must be denied. And it is not true that the recognition of the freedom of others limits my own freedom: to be free is not to have the power to do anything you like; it is to be able to surpass the given toward an open future; the existence of others as a freedom defines my situation and is even the condition of my own freedom. I am oppressed if I am thrown into prison, but not if I am kept from throwing my neighbor into prison.
I am a pastor, and I teach and preach the Bible to my congregation every week. But the Bible is not a manufacturer's handbook. Neither is it a science textbook nor a guidebook for public policy.
I ask particularly that those of you who are now in school will prepare yourselves to bear the burden of leadership over the next 40 years here in the United States, and make sure that the United States - which I believe almost alone has maintained watch and ward for freedom - that the United States meet its responsibility. That is a wonderful challenge for us as a people.
As a former high school teacher and a student in a class of 60 urchins at St. Brigid's grammar school, I know that education is all about discipline and motivation. Disadvantaged students need extra attention, a stable school environment, and enough teacher creativity to stimulate their imaginations. Those things are not expensive.
Everyone talks about freedom. All around the world different people, different races, different countries are fighting for freedom. But what is freedom? In America we speak of living in a free country. But are we really free? Are we free to be who we really are? The answer is no, we are not free. True freedom has to do with the human spirit-it is freedom to be who we really are. Who stops us from being free? We blame the government, we blame the weather, we blame our parents, we blame religion, we blame God. Who really stops us from being free? We stop ourselves.
These are the things before me. And as I stand here at the door of glory, I look behind me for the last time. I look upon the history of men, which I have learned from the books, and I wonder. It was a long story, and the spirit which moved it was the spirit of man’s freedom. But what is freedom? Freedom from what? There is nothing to take a man’s freedom away from him, save other men. To be free, a man must be free of his brothers. That is freedom. This and nothing else.
The single aim of my life is that every child is:
free to be a child,
free to grow and develop,
free to eat, sleep, see daylight,
free to laugh and cry,
free to play,
free to learn, free to go to school, and above all, free to dream.
