Here's where I'm different from a senator. We pass continuing resolutions. We pass appropriations bills.
Rather than negotiating yet another continuing resolution at the last minute, the appropriations process should work as it was originally designed, with appropriations bills passing the House and the Senate and being signed into law by the president, after robust debate, with a process for amendments.
For me, appropriations bills are the glue. These are the bills that must move, no matter what, to keep the government functioning as a reliable element of our society. The Appropriations Committee shouldn't be the most political place to be; it's the place where we have to make the institution function for the country.
People think that a good passer is a flashy passer. But that's not a good pass. It's just a flashy pass. A good passer is someone who's gonna hit the guy right on the hands, and the timing is correct. You pass late, and it's not a good pass. You pass too early, it's not a good pass, either. If it's off-target, it's not a good pass.
The U.S. Senate does not allow legislative provisions to be included in appropriations bills, for much the same reason that most Americans are concerned about earmarks: it creates a slippery slope by which lobbyists and special interest groups can sneak provisions into large, must-pass legislation.
It is useless for the sheep to pass resolutions in favor of vegetarianism, while the wolf remains of a different opinion.
You never get to the end of Christ's words. There is something in them always behind. They pass into proverbs--they pass into laws--they pass into doctrines--they pass into consolations; but they never pass away, and, after all the use that is made of them, they are still not exhausted.
McCarthy had ten years in the House of Representatives, only two terms as a senator. What did he pass? Are there any bills or any piece of legislation that he's identified with? Not at all.
It takes in reality only one to make a quarrel. It is useless for the sheep to pass resolutions in favor of vegetarianism, while the wolf remains of a different opinion.
Sports has always been a pass-through. You pay for something, and then you pass it through to television, you pass it through to advertisers, or you pass it through to season-ticket holders, luxury boxes and then the fans. Then it all adds up, and you take in more than you pass out.
For the May Day is the great day, Sung along the old straight track. And those who ancient lines did ley Will heed this song that calls them back... Pass the cup, and pass the Lady, And pass the plate to all who hunger, Pass the wit of ancient wisdom, Pass the cup of crimson wonder.
The aspect of congresses and such meetings generally to which I attach the greatest importance is the discussion. That is why people assemble: to hear different opinions, rather than to pass resolutions.
If I have misplaced a pass, I want to know why I've done that or whether I could have looked at a different pass.
And I've tried to give us a higher profile. Typically, at a board meeting, we'd pass resolutions about the civil-rights issue of the day, but we'd never tell anyone. So I've instituted a policy of announcing our resolutions at the end of our meetings.
Have you had a kindness shown? Pass it on; 'Twas not given for thee alone, Pass it on; Let it travel down the years, Let it wipe another's tears. Pass it on.
Speaking nothing of how we often fall short in keeping our promises, we frequently play an unnecessary game of politics with key issues - using must-pass legislation such as disaster relief as a vehicle to sweeten unrelated, contentious bills that may not otherwise pass as stand-alone measures.
I pass times, I pass silences, formless worlds pass me by.
