A small number of people can make a lot of noise.
I was doing experimental noise-based music and I learned a number of things about performance. I was playing small shows - sometimes without a PA - where people couldn't really hear me so I relied a lot on physicality and a sense of discomfort and risk.
It's actually a relatively small number of people that really are those risk takers, and a relatively small number of people that end up really having an impact on the world, and it doesn't take a lot of people.
