Using clouds is a radical way of consuming IT. There are emotional barriers to giving up some level of control over the servers that you are running [for the companies].
Years of research show us that the less control a person feels over an aversive stimuli coming at them, the more likely they are to disengage. Complete loss of control over a sustained period of time can actually lead to depression. It then follows that giving the person a level of control over the situation reduce the stress - and perhaps restore the disengagement.
You can't make good decisions that are going to be meaningful, productive, when you lose control, and you have to maintain mental control, emotional control and to be able to perform physically up to your own particular level of competency; you have to keep your emotions under control.
